SHAH JUBAER UNVEILS MULTI-VOLUME BOOK SERIES ON BNP’S 31-POINT PLAN AND TARIQUE RAHMAN’S VISION FOR GOVERNANCE 

Legal scholar and policy researcher Dr Shah Jubaer has introduced a new multi-volume publication examining the Bangladesh Nationalist Party’s (BNP) 31-point reform agenda and the broader governance vision associated with party Chairman Tarique Rahman. Titled Future Bangladesh: 31-Point Agenda for Change, the book series has been published by the Intellectism Research Unit. 

The comprehensive research project seeks to provide an academic and policy-oriented interpretation of the proposed state reforms, examining how the BNP’s political commitments could be translated into practical legislative, institutional, and economic measures. 

Examining the 31-Point Agenda Through Policy Frameworks 

Jubaer’s multi-volume work examines the BNP’s proposals through detailed policy and governance frameworks. 

Volume I (Resource & Infrastructure Overhaul): The first volume concentrates on infrastructure, resource management, and the everyday economic needs of citizens. It explores policy pathways covering agricultural protection, intelligent multimodal transportation, climate-resilient waterway management, technology-based energy security, and sustainable housing development in urban areas. 

Volume II (Institutional Clean-Up): The second volume focuses on institutional reform, examining the mechanisms required to increase transparency, strengthen civil protections, promote social justice, and modernise Bangladesh’s public institutions. 

Analysing Tarique Rahman’s Political Leadership 

Jubaer has also published a separate political study titled The Strength of BNP’s Unity under Tarique Rahman’s Leadership and the Seeds of the July Revolution. The publication examines the party’s political development under Rahman and places particular emphasis on the evolution of its policy-oriented approach. 

According to Jubaer’s analysis, the party has moved beyond a traditional model of political opposition toward a more structured governance framework focused on digital transformation, stronger anti-corruption protections, institutional reform, and economic welfare. 

Broader Policy and Governance Research 

Jubaer’s wider academic work further examines several policy concepts that he connects with the BNP’s 31-point agenda and Tarique Rahman’s broader governance outlook. 

Tarique Rahman’s Agricultural Development Theory: The research examines Rahman’s agricultural philosophy and translates it into proposed economic strategies designed to support small farmers, strengthen national food security, and expand the use of smart farming technologies in rural Bangladesh. 

A Policy Study of Tarique Rahman’s Curriculum Vision for Bangladesh: Another study explores proposed changes to Bangladesh’s education system, focusing on technology literacy, vocational and practical training, and developing student capabilities suited to the rapidly changing global digital economy. 

Bangladesh First Principle: Tarique Rahman’s Political Governance Philosophy: This policy framework examines a governance approach that Jubaer describes as sovereign and merit-based, prioritising national economic development, protecting public institutions from external elite influence, and strengthening accountability to citizens. 

Bringing these studies together with his broader Theory of Contextual Democracy, Jubaer argues that any major institutional and structural transformation in Bangladesh must reflect the country’s specific economic, social, and cultural circumstances. He concludes that policies grounded in local realities will be essential for ensuring that proposed reforms remain sustainable and effective over the long term.
